currently is Executive Director of CleanStart (clean energy) and the McClellan Technology Incubator (MTI) (technology). CleanStart, a California clean energy initiative, developed the PowerUP! Business Plan Competition and stimulates early stage companies to provide next generation clean, renewable and efficient energy technology. Over 60 clean energy firms have been located. MTI provides incubation space and The Great Start Mentorship Program providing acceleration services to local and relocating firms to the Capital Corridor Region of California.ernment incubators/centers affiliated with the IBI. She oversaw the Center for International Visitors, a State Department sponsored program. During her time with IBI the economic impact was substantial: 603 international businesses established; 2,546 jobs created

Ingrid assisted in founding several foreign-government funded centers and has managed approximately 300 training and delegation programs from proposal to departure.
Prior to the creation of the IBI, Ingrid was a key member of the team that created nationwide business and engineering ex-change programs for Hewlett Packard.
